"So, What Do I Do Now? Thoughts on Bringing Drone Data into the Workplace"
Drones are an exciting technology that stirs strong emotions. In our private lives, drones equipped with cameras shrink nearly all the barriers that keep the sky the exclusive territory of manned aircraft, birds, and insects. Many experience the joys and exhilaration of flight as drones capture and stream images from their elevated perspectives. This unique vantage point also raises privacy concerns.
The use of drones in a professional setting increases the amplitude both of the possibilities and the worries presented by drones. First responders in tornado ravaged communities have used infrared technologies to locate survivors. But, that same technology means that drone operators can literally look through the walls of someone’s home. What are the proper professional and government uses of drones? What level of privacy should people expect relative to business and government use of drones?
This presentation attempts to answer these questions by focusing on the lifecycle of data captured via drone. How we treat drone captured data probably has a bigger impact on privacy that the act of flying the drone. By looking at how an organization manages data in general, we can understand the impact of drone captured data on that organization. Privacy concerns raised by drones largely become a question of data management practices.

David Sella-Villa, Assistant General Counsel for the South Carolina Department of Administration
David Sella-Villa is an Assistant General Counsel for the South Carolina Department of Administration assigned to technology issues. He works on procurement and policy matters related to privacy, security, service consolidation, and data management. He holds the IAPP’s CIPP/US & CIPP/E privacy certifications and the GIAC’s GLEG data security certification. He is also a member of the SC Interagency Drone Users Consortium.
Prior to joining the Department of Administration, David worked as General Counsel for a private aviation company. He earned his law degree from the College of William & Mary, where he continues to serve as Adjunct Faculty. He also has degrees from the London School of Economics and West Virginia University. His interest in legal issues related to drones blends his current work on privacy & technology with his prior experience in the world of aviation.
